Shannon Gadd, M.Sc.

Shannon Gadd, M.Sc. is a Senior Director with Collaborative Safety, LLC. Ms. Gadd received her Master's Degree in Applied Criminology from the University of Leicester where she attended as a 2005 US-UK Fulbright Scholar. She has dedicated her career to ending ageism and empowering older adults, with a specific focus on advocating for older victims of crime. She has consulted with the Department of Justice and the Administration on Aging on supporting survivors of elder abuse. This passion led to her appointment as Commissioner of the Kentucky Department of Aging and Independent Living in 2018. As Commissioner, she created a safety culture in public guardianship where the state of Kentucky serves as the guardian or conservator of nearly 5,000 adults with disabilities. This was the first ever application of safety science to a state guardianship program. In this role, she also wrote legislation creating a state guardianship trust fund which established a permanent source of funds to meet the basic needs of individuals under guardianship who are indigent. This fund is the first of its kind in the country. Recently, she served as the Director of the Mariposa County Health and Human Services Agency overseeing the pandemic response in public health, behavioral health, and social services in a rural country. During this time, she also consulted with the California Department of Aging on implementation of the California Master Plan on Aging, including needed changes to support rural communities.
